Does not Jaya's writ run in Tiruvannamalai?

Bala Vinayaka Temple at Valayalkara Street in Tiruvannamalai was demolished on August 1, 2011, by Municipal and Revenue Officials acting on a High Court Order to remove the temple.  The temple was constructed years ago by local residents for worship and the worship was going on. The local residents protested the demolition but police force was used to deter them. Chief Minister J Jayalalithaa had asked officials to ensure that no religious structures were demolished in the course of the Chennai Metro construction.  It was exactly two months ago, on June 1, 2011, when Metro authorities tried to demolish a temple in Ashok Nagar in Chennai on the plea that the temple was obstructing railway construction.  Does the Chief Ministers' instruction not to touch Hindu temples apply only to Metro Rail authorities or does it cover Tiruvannamalai Municipal authorities also, devotees wonder.
